I view an effective, validated product strategy as one of the deliveries of product discovery; product discovery therefore includes the strategizing work IMO.
I find that for a new product and a bigger change to an existing one, like a life cycle extension, some upfront discovery is usually required to come up with an initial, good enough and testable strategy, which is subsequently validated.
Once the product has launched or the new version is released, reviewing and evolving the strategy should form part of the continuous discovery work.
